Former Ed White Hospital conversion to 71-unit affordable senior housing community advances in North Kenwood

The St. Petersburg Housing Authority (SPHA) is expected to begin construction on the second phase of an extensive renovation to the former Edward White Hospital, converting the building into a 71-unit affordable housing complex for seniors, thanks to recently approved funding.

Last Thursday, the St. Petersburg City Council approved $8.9 million in funding for the $42.5 million project underway at 2323 9th Avenue North in North Kenwood.

The funding includes $6.9 million from Penny for Pinellas, of which $3 million was previously approved, and $2 million in HOME funds.

In 2022, the project was awarded $5.9 million in American Rescue Plan Act (ARPA) funding, however those funds were rescinded in 2024 citing extensive project delays and reallocated to two other affordable housing projects—Flats on 4th and Palm Lake Urban Sanctuary.

71-unit affordable housing community breaks ground at former Ed White Hospital site in North Kenwood

The St. Petersburg Housing Authority (SPHA) marked a significant milestone in addressing affordable housing needs for seniors with the groundbreaking of a new residential project at 2323 9th Avenue North in North Kenwood.

The project, dubbed the Edward White Campus, a nod to the former Edward White Hospital that operated at the property, is set to be transformed into a six-story, 121,000-square-foot affordable housing complex.  

The campus will house three facilities including: the Gemini Senior Living Community, the St. Petersburg Housing Authority Central Office, and Evara Health.

Former Ed White Hospital on 9th Avenue North to be renovated into affordable senior housing

The shuttered Ed White Hospital building at 2323 9th Avenue North appears to be on track to be converted into affordable housing for seniors, as well as office space for the St. Petersburg Housing Authority (SPHA), local businesses, and nonprofit organizations.

According to the city’s Housing, Land Use and Transportation Committee, the project’s housing component will consist of a total of 70 units — five studio apartments, 60 one-bedroom apartments, and five two-bedroom apartments. The residences will be available to seniors living at 60% or below of the Area Median Income (AMI).

In 2022, the AMI for a household of two was $65,700. In other words, a family of two looking to lease a unit available for those making 60% AMI would need to have a household income less than $39,420 to qualify.
