Construction set to begin on two new apartment buildings in downtown St. Pete

Construction is set to begin on a pair of apartment buildings that are slated to bring 220 smaller, more attainable residences to downtown St. Petersburg.  

Named Ellington Place, the buildings are being developed by Florida-based REM Capital and are situated at 770 4th Avenue North and 200 17th Street North. REM Capital owns and operates 24 properties across the southeastern United States.

This will be the group’s first ground-up development says REM Capital’s President Robert Ritzenthaler. “I never dreamed we’d be developing in St. Petersburg,” says Ritzenthaler, who is a Tampa Bay resident.

The 4th Avenue building will be named Ellington Place Downtown while the 17th Street building will be named Ellington Place EDGE District. The properties are “jazz-inspired” and are named after the legendary jazz pianist and composer Duke Ellington.

The 4th Avenue North building will have 146 apartments while the 17th Street building have 74 units. Both buildings will have six floors with rooftop pools and fitness centers and units that average 496 square feet. Combined the buildings will bring 220 new apartments to the market.

The 4th Avenue North building was originally proposed in 2019 while the 17th Street building was proposed in 2020.

Ritzenthaler says the vision behind the buildings is to bring more attainable housing to downtown. He notes that while the units will be high end, they should be priced cheaper than other Class A apartment due to their smaller size.

“These buildings will give people the opportunity to get into a brand-new apartment for between $1,800 and $2,200 per month compared to the $2,500+ per month for a comparable apartment.”

Finishes include nine-foot ceilings, granite and quartz countertops, pendant lighting in the kitchens, high-end flooring, and property-wide WIFI.

The unit floorplans are designed to maximize the efficiency of the space. “We’ve created floor plans that don’t feel as small as they are, many of the studios are going to feel like a true one-bedroom apartments,” says Ritzenthaler.

While onsite parking will be available, it will not be included with every apartment. The City of St. Petersburg does not require onsite parking for residential units in downtown that are under 750 square feet.

However, every resident will have access to bicycle parking. “There’s going to be a lot of space for bikes,” says Ritzenthaler, who notes that he’s a supporter of the city’s efforts to have fewer cars in downtown.  

Construction will begin on Ellington Place Downtown first with Ellington Place EDGE District to follow. Completion is expected in 2025. Lakewood Ranch-based Finish Line Builders, Inc. is the general contractor for the project.
