Aerial St. Pete: A bird’s-eye view of St. Pete’s development boom

This month’s update showcases construction progress on the Residences at 400 Central, Art House, 3rd & 3rd, Echelon Site 7 & 8, Sky Town, and Viv Apartments.
The Residences at 400 Central
400 Central Avenue
The Residences at 400 Central has officially topped out at 515 feet, making it the tallest building in St. Petersburg and the tallest residential tower on Florida’s west coast.
The 46-story luxury condominium tower is currently under construction in downtown St. Pete, with completion expected in the fourth quarter of 2025.
Once finished, the development will include 301 condominium residences ranging from one to four bedrooms, along with 40,000 square feet of Class A office space and 60,000 square feet of ground-floor retail. Recent construction milestones include the framing out of the office floors and the ongoing installation of parking garage screening.
Foundation work began in late 2022, and the project secured a $252 million construction loan in early 2023. The tower reached vertical completion in September 2024. One of the tower’s key features will be the 46th-floor Sky Lounge Observatory, offering panoramic views of Tampa Bay and the Gulf of Mexico.
Today, more than 75% of the residences are under contract, with the remaining units priced at $1 million.
The project is being developed by Red Apple Group, with Suffolk Construction serving as general contractor. Sales are being handled by Michael Saunders & Company at a gallery located directly across the street at 465 Central Avenue.
Art House
235 1st Avenue South
Art House, a 244-unit luxury condominium tower, has topped out at 450 feet. The 42-story tower is under construction at 235 1st Avenue South, on a former surface parking lot next to 200 Central, St. Pete’s tallest office building.
The project is being developed by Delray Beach-based Kolter Urban, the same firm behind previous downtown projects such as ONE St. Petersburg and Saltaire. Construction began in mid-2022, and the building topped out in November 2024. Completion is expected in late 2025.
Today, over 85% of the units are under contract, with remaining units priced at $1,500,000.
Designed by SB Architects of Coral Gables, Art House will include 6,100 square feet of ground-floor retail along Central Avenue and 3rd Street South.
Coastal Construction is serving as the general contractor, and Smith & Associates is the exclusive sales broker.
3rd & 3rd
235 3rd Street South
Vertical construction is underway at 3rd & 3rd, a new apartment tower rising at 235 3rd Street South in downtown St. Pete, directly across from the Publix-anchored University Village shopping center.
The project is being developed by St. Pete-based Echelon in partnership with Tampa-based Third Lake Capital and will feature 268 rental units and over 15,000 square feet of ground-floor retail and restaurant space. Residences will range from studios to two-story penthouse units, all featuring high-end finishes and modern appliances.
Construction began in 2024, with vertical construction starting earlier this year. Completion is anticipated in late 2026. KAST Construction is serving as the project’s general contractor.
In addition to 3rd & 3rd, Echelon is also leading the development of Echelon City Center, a 20.5-acre master-planned community in north St. Pete that will include at least 2,300 residential units and nearly 150,000 square feet of retail space.
Echelon has also proposed a 31-story twin-tower development at 800 2nd Avenue South, which would include 824 market-rate apartments and more than 35,000 square feet of ground-floor retail.
Echelon Site 7 & 8
100 Main Street North
Construction is progressing at Sites 7 & 8 of Echelon City Center, where a new 14-story luxury apartment tower is under construction at the southeast corner of Carillon Parkway and Main Street in north St. Pete.
The 363-unit development will include more than 17,000 square feet of retail and restaurant space, a five-level parking garage, and secure bicycle storage. The building will offer a mix of residences, including three-story townhomes and high-end amenities.
A sixth-floor amenity deck will feature a swimming pool, outdoor gaming and lounge areas, an indoor fitness center, a clubroom, virtual sports simulator, and co-working space.
The project is being developed by Echelon, designed by ARC3 Architecture, and built by KAST Construction. The building topped out earlier this year and completion is expected by summer 2026.
Sky Town
3201 34th Street South
Sky Town is a major redevelopment of the former Ceridian office campus by Coral Gables-based developer Altis Cardinal. The 34.2-acre site is being redeveloped in six phases and will eventually feature 2,084 apartments, 69,000 square feet of neighborhood retail anchored by a Sprouts Farmers Market, and 120,000 square feet of self-storage space.
St. Petersburg City Council recently approved a $4.5 million contribution from the Housing Capital Improvement Fund to support affordable housing in the project’s first phase. The developer also received a $68 million loan from Fifth-Third Bank.
Phase one will include 401 apartments, 121 of which will be designated affordable.
Of the 121 affordable units, 61 will be reserved for households earning up to 120% of the area median income (currently $103,200 for a family of three), and 60 will be set aside for households earning up to 80% of the area median income (currently $68,800 for a family of three). The remaining 280 apartments will be offered at market rates.
Site preparation and infrastructure improvements are underway across the site, and construction on the Sprouts grocery store has begun.
The first phase of development is expected to be complete by the fourth quarter of 2026.
Viv Apartments
1000 1st Avenue North
Viv Apartments is currently under construction at 1000 1st Avenue North in the EDGE District of downtown St. Pete. The project will consist of two 15-story towers with a total of 269 apartments, offering studio, one, two, and three-bedroom layouts.
The development will also include a 355-car parking garage and 15,500 square feet of commercial space fronting both Baum Avenue and 1st Avenue North.
Viv will offer a range of amenities including a club room, fitness center, swimming pool, private dog park, and an adjacent green space on the east side of the site.
The project is being developed by Connecticut-based Belpointe, with JE Dunn Construction serving as the general contractor.
Move-ins are expected to begin in fall 2025, with full completion anticipated in 2026.
