Mixed-use office development with affordable housing proposed for 800 1st Avenue South in downtown St. Pete

The City of St. Petersburg has received an unsolicited proposal to purchase and redevelop a city-owned lot at 800 1st Avenue South in downtown St. Pete. 

The property, which is currently a surface parking lot, was once part of a $200 million mixed-use proposal that would have included a 75,000-square-foot Moffitt Cancer Center, a 30-story residential tower, and a 14-story hotel.

That proposal was ultimately rejected after St. Petersburg Mayor Ken Welch was unsatisfied with the amount of affordable housing provided in the development.

$300 million mixed-use development anchored by Moffitt moves forward in downtown St. Pete

A $300 million mixed-use development proposed for 800 1st Avenue South in downtown St. Petersburg took a step forward after presenting to the Community Benefits Advisory Committee (CBAC).

Initially proposed in August 2021, the project is a result of an unsolicited offer from Moffitt Cancer Center, UPC Insurance Holdings Corp., and developer TPA Group. The group envisioned a mixed-use campus that is anchored by a 75,000 square foot Moffitt Cancer center outpatient building on a 4.59-acre site at 1st Avenue South and 8th Street.

Moffitt plans to offer comprehensive cancer care for the first time in Pinellas County. Services at the site will include clinical trials and research studies, medical oncology, hematology oncology, radiation therapy, infusion, advanced imaging, and screening and diagnostic services.

Five groups submit proposals to redevelop 800 1st Avenue South in downtown St. Pete

Five groups have submitted proposals to redevelop a city-owned parking lot at 800 1st Avenue South in downtown St. Pete.

In early August, the City of St. Petersburg received an unsolicited offer to purchase the city-owned block at the corner of 1st Avenue North and 8th Street. Moffitt Cancer Center along with United Insurance Holdings Corp. (UPC) and master developer TPA Group offered to purchase the 4.59-acre site to develop a mixed-use project which would include a cancer care center, a development pad for a future headquarters building for UPC, a 30-story residential building, and a public parking garage.

Following the unsolicited offer, the City opened the process for other groups to submit proposals to purchase and develop the site. Proposals were due on September 15th. In addition to the unsolicited proposal, the City received five additional submissions.
