Habitat for Humanity moves forward on 64 affordable townhomes in south St. Pete

Habitat for Humanity of Pinellas and West Pasco Counties is moving forward on a trio of projects in south St. Petersburg that will bring much needed homeownership opportunities to residents who have been priced out of the housing market.  

The developments add up to a total of 64 units that will be priced for households making up to 80% of Area Median Income (AMI).  The three projects are The Grove, Shell Dash, and Pelican Place. Each of the developments is in partnership with the City of St. Petersburg.

The Grove – 10 units  

On Thursday, St. Petersburg City Council unanimously approved the sale of a 0.55-acre parcel at 1805 18th Avenue South to Habitat for Humanity for the development of The Grove, which will contain at least 10 affordable townhomes.  

The development was announced in 2022 on a site that was purchased by the city in 2011 and is currently vacant.

The proposed community will consist of three-story townhome units, each offering around 1,224 square feet of living space, including a garage and a laundry/storage room.

While the project will have at least ten units, Habitat plans to work with the City of St. Petersburg’s planning department to potentially include up to 12 units.

Pricing for The Grove townhomes has not been announced and the units come with a restrictive covenant limiting subsequent sale of the townhomes to qualified homebuyers at, or below, 120% of AMI for 15 years.

Additionally, Habitat plans to market the units exclusively to residents of the Community Redevelopment Area (CRA) and City of St. Petersburg for six months before opening marketing to the general public.

Construction on The Grove will begin by December 1, 2024 with completion by July 1, 2026.

Shell Dash – 10 units

St. Petersburg City Council also approved the assignment of the development agreement for the Shell Dash townhome project, a 10-unit community planned for 1120 16th Street South.

The approval formalizes Habitat for Humanity taking over the project from Exact Shell Dash, LLC, the developer who initially envisioned the project.

While a ceremonial groundbreaking was held in 2022, construction has not begun, however Habitat says permits are in hand and construction mobilization is expected on October 1st.

Tampa-based DuCon Construction is the general contractor for the project.  

Each two-story townhome will have three bedrooms and with three bathrooms and a single car garage. 

The Shell Dash townhomes will be priced at $279,000 and the townhomes will have restrictive covenants restricting the sale or resale of the units to income eligible families who are earning at, or below, 80% of AMI for a period of 30 years.

The approved development agreement requires completion of the exterior walls no later than April 1, 2024. Completion on the project is expected in late 2024.

Pelican Place – 44 units

And finally, Habitat for Humanity is also moving forward on its largest townhome project to date -- Pelican Place -- a 44-unit community planned for 2100 18th Avenue South. The community will be located across the street from Tangerine Plaza.

Pelican Place was announced in 2022 and is being built on city-owned land. City Council approved the sale of the 2.1-acre parcel in August. Designs are currently in the works with plans to submit for site plan approval in October.  

Pelican Place will feature three-story townhomes ranging between 1,000 and 1,300 square feet. Habitat plans to include two-, three-, and four-bedroom floor plans.

Like The Grove townhomes, pricing for the Pelican Place townhomes has not been announced and the units come with a restrictive covenant limiting subsequent sale of the townhomes to qualified homebuyers at, or below, 120% of AMI for 15 years.
