384-unit apartment community proposed near U.S. 19 in Pinellas Park

Houston-based real estate developer The Hanover Company has submitted plans for a new 384-unit apartment community with affordable housing in Pinellas Park.
The project would be built on a vacant 24.31-acre site near the intersection of Gateway Centre Boulevard and US 19, within the Gateway Centre Business Park.
Because the property is zoned Light Industrial, The Hanover Company plans to move forward under the Live Local Act, which overrides certain local zoning restrictions and permits residential development on land zoned for commercial or industrial use.
Under the Live Local Act, at least 40% of the residential units must be set aside for households earning no more than 120% of the area median income (AMI) for a period of at least 30 years.

This would be The Hanover Company’s second proposed apartment community in Pinellas County.
In 2024, the firm submitted plans for a 304-unit apartment complex at 3100 22nd Avenue North. That proposal was the first Live Local Act application received by the City of St. Petersburg.
The Gateway project would include five four-story apartment buildings, each containing between 64 and 80 units. Floor plans would range from one to three bedrooms.
Community amenities would include a residential clubhouse connected to a large pool and entertainment area overlooking a pond.
The outdoor area would feature grilling stations, cabanas, and lounge seating.

The project would include 636 parking spaces through a combination of surface parking and garages, along with bicycle storage.
The Hanover Company is requesting conditional use approval to increase the maximum building height from 50 feet to 55 feet to accommodate a pitched roof.
Following a recent hearing with the City of Pinellas Park’s Planning and Development Services, the City Council is expected to consider the request on August 12th.
Clearwater-based Gulf Coast Consulting is serving as the project’s civil engineer, and Houston-based W Partnership Inc. is the architectural firm on the development team. Tampa-based attorney Kevin Reali of Stearns Weaver Miller is representing the developer.
