Largo plans redevelopment of 14-acre municipal campus following City Hall relocation

The City of Largo is seeking a development partner to reimagine its longtime municipal campus into a vibrant mixed-use project.
City officials have issued a Request for Proposals (RFP) inviting qualified development teams to submit plans for the redevelopment of the 14-acre city-owned property at 201 Highland Avenue North, a site that has served as Largo’s governmental center since 2000.
The campus currently includes Largo City Hall, the Largo Police Department, and the city’s Emergency Operations Center.
City Hall, however, is scheduled to relocate to Horizon West Bay, a new $85 million mixed-use development at 400 West Bay Drive in downtown Largo, once construction is completed later this year.
The existing City Hall building is expected to be demolished following the move. The relocation will free up approximately seven acres on the southern side of the campus.
City officials have cited the building’s age, costly repair needs, limited space for future growth, and poor storm resilience as key reasons for pursuing a new vision for the property.

“201 Highland Avenue is more than a development site; it is an opportunity to shape a defining chapter in Largo’s evolution,” said Largo Mayor Woody Brown. “The city is seeking a partner who understands the importance of creating a destination that is distinctly Largo—people-first, community-focused, and built for generations.”
Under the RFP, developers may propose a project for either the southern seven acres of the site, where City Hall currently sits, or submit a plan for the full 14-acre campus.
Proposals may also explore a public-private partnership that could include relocating or incorporating the Largo Police Department and Emergency Operations Center.
The city’s long-term vision for the property calls for a mixed-use development that integrates housing, neighborhood-serving retail, professional office space, public gathering areas, and recreational amenities.
That vision has been shaped by community engagement sessions and surveys conducted in 2024 and 2025.

According to city officials, residents consistently expressed interest in outdoor gathering spaces, walking and biking trails, family-friendly amenities, and small-scale commercial uses that serve nearby neighborhoods.
The redevelopment effort follows a voter-approved referendum passed in November 2024, which granted the City Commission authority to sell the property under specific conditions.
The referendum restricts future development to a mixed-use project that may include residential, retail, restaurants, professional offices, public safety operations, and recreational uses.
Automotive-oriented uses such as car washes, auto sales, and storage facilities are prohibited.
No specific development concept has been approved, and the city emphasized that renderings and examples included in outreach materials are examples of what could be developed on the site.

To guide the process, the city has retained CBRE as its real estate development advisor.
Developers interested in responding to the RFP must submit proposals by Monday, April 27th, 2026. A non-mandatory pre-proposal meeting is scheduled for Thursday, February 26th, 2026.
Any selected proposal will move through the city’s formal review process, including site plan approval, a required neighborhood meeting, and permitting, before construction could begin.
